Understanding the Structure of Texas Electricity Charges

Every Texas electricity bill consists of two separate financial components:

Retail Electric Provider (REP) Energy Charge: The market rate you pay per kWh for generating the electricity, set by the provider you choose (e.g., APG&E, Gexa, Frontier, TXU).
TDU/TDSP Delivery Charges: Non-negotiable pass-through fees paid to your local Transmission and Distribution Utility (e.g., Oncor in Dallas/Fort Worth, CenterPoint in Houston, AEP Texas) for maintaining power lines and grid infrastructure. TDU charges typically include a fixed monthly customer charge (approx. $4.30 to $5.00/month) plus a volumetric rate (approx. 3.5¢ to 5.0¢ per kWh).

Categories of Low-Cost Texas Electricity Plans in 2026

1. Flat-Rate Fixed Plans (\"No-Gimmicks\")

Flat-rate plans lock in a consistent energy charge per kWh for the duration of the contract (typically 12 to 36 months). While the headline rate may appear higher than bill credit options, these plans protect consumers from seasonal price swings and unexpected penalties.

Average Total Effective Rate: 12.0¢ – 14.0¢ per kWh (including delivery fees).
Notable Low-Cost Providers: APG&E (SimpleSaver), Octopus Energy (Octo Simple), Constellation, and Rhythm Energy.
Best For: Small-to-medium households, renters, and anyone seeking predictable month-to-month billing.

2. Usage-Based \"Bill Credit\" Plans

Bill credit plans offer lower headline rates by applying an automatic statement discount (e.g., a $35 to $100 credit) when your monthly usage meets a designated threshold—most commonly 1,000 kWh or 2,000 kWh.

Advertised Headline Rates: 5.8¢ – 7.5¢ per kWh (at exact threshold points).
Notable Low-Cost Providers: Gexa Energy (Gexa Saver Plus), Frontier Utilities (Frontier Saver Plus), and Express Energy.
The Catch: If your monthly consumption falls below or significantly exceeds the qualifying window (for example, using 980 kWh instead of 1,000 kWh), you lose the entire credit. This can cause your effective rate to jump to 16¢–19¢ per kWh for that billing cycle.
Best For: Larger homes (1,500–2,500+ sq. ft.) with highly consistent year-round electricity usage.

3. Time-of-Use (TOU) & Free Night/Weekend Plans

These plans charge higher-than-average rates during peak daytime hours but offer discounted or 100% free electricity during designated off-peak windows (e.g., 9:00 PM to 6:00 AM or Saturday through Sunday).

Notable Low-Cost Providers: TXU Energy, Chariot Energy, and Direct Energy.
Best For: Electric vehicle (EV) owners who charge overnight, shift workers, or households capable of shifting major appliances (laundry, dishwashing, pool pumps) strictly to off-peak hours.

Average Effective Rates by Household Profile

Home Profile	Monthly Consumption	Target Low-Rate Range	Estimated Monthly Bill
Apartment / Small Home	~500 kWh / month	13.5¢ – 14.9¢ per kWh	$65 – $85
Medium Home (2–3 Bed)	~1,000 kWh / month	7.2¢ – 12.5¢ per kWh	$100 – $140
Large Home (4+ Bed)	~2,000 kWh / month	5.8¢ – 11.5¢ per kWh	$120 – $230

How to Compare Texas Electricity Deals Before Enrolling

To avoid unexpected costs, execute these steps prior to selecting a plan:

Retrieve Historical Usage Data: Log into Smart Meter Texas or review your last 12 months of utility statements to find your actual kWh usage across summer and winter months.
Review the Electricity Facts Label (EFL): Every provider in Texas is required by the Public Utility Commission of Texas (PUCT) to publish an EFL. Check the EFL to verify:
- The calculated cost per kWh at 500 kWh, 1,000 kWh, and 2,000 kWh.
- Fixed base recurring monthly fees (often $4.95 to $9.95/month).
- Exact TDU delivery charge passthroughs.
- Early Termination Fees (ETFs), which range from $150 to $500 depending on contract length.
Use Official State Comparison Tools: Search official state marketplaces like Power to Choose (powertochoose.org) or independent portals by entering your specific ZIP code to filter for fixed-rate vs. bill-credit options.

Essential Buyer Inspection Checklist

[ ] Confirm Local TDU Zone: Verify whether your property falls under Oncor, CenterPoint, AEP Texas, or Texas-New Mexico Power (TNMP).
[ ] Check Contract Expiration Dates: Signing a contract that expires mid-summer (July/August) may force you to renew during peak market rates.
[ ] Verify AutoPay & Paperless Requirements: Certain promotional discount rates require enrolling in automatic bank drafts and paperless e-billing.
[ ] Evaluate Deposit Requirements: Most providers require a credit check; applicants with qualifying credit scores or aged 65+ meeting income waivers can bypass upfront security deposits.

Common Questions

Does changing my electricity provider cause a service disruption?

No. Transmission and delivery remain managed by your local TDU (e.g., Oncor or CenterPoint) regardless of which retail company handles your billing. The transition is seamless and involves no physical equipment changes.

What happens when my fixed-rate contract expires?

If you do not renew or switch to a new plan, your provider will transition you to a default variable month-to-month rate, which is typically significantly higher than standard fixed promotional rates.

Are prepaid electricity plans cheaper?

Prepaid plans do not require a credit check or deposit, but their per-kWh rates are generally higher than standard 12-to-24-month fixed-rate contracts.

Steps to Research Further

Obtain Your Smart Meter Data: Download your household’s 12-month usage profile from smartmetertexas.com.
Check Official Market Listings: Enter your ZIP code on powertochoose.org to view current active plan filings.
Calculate True Average Cost: Input your specific monthly usage into the EFL formula for 2–3 competing plans to see which delivers the lowest overall annual cost.

Conclusion

Finding the cheapest electricity plan in Texas is not simply a matter of selecting the lowest advertised rate. While bill credit plans advertise rates under 7.0¢ per kWh, they are best suited for households with predictable consumption that aligns with specified credit thresholds. For most small-to-medium households, straightforward fixed-rate plans offer the best long-term value and protection against billing volatility. Reviewing the Electricity Facts Label and matching plan structures to your actual usage history remains the most reliable path to minimizing your energy costs.
