Section 8, formally the Housing Choice Voucher (HCV) program, doesn't divide older adults into age brackets like 50-59 or 80-84. The real dividing line HUD uses is a single threshold: age 62, which triggers \"elderly household\" status and a specific set of benefits. Everything below that age is evaluated on income alone, just like any other applicant.

Who Qualifies for Section 8 at All

According to a 2026 explainer from MoneyInstructor, Section 8 is income-limited: a household's income must fall at or below 50% of the area median income (AMI) for their county, and by law, at least 75% of vouchers issued each year must go to \"extremely low income\" households at or below 30% of AMI. U.S. citizenship or eligible immigration status is required, along with passing standard background checks.

The Real Age Threshold: 62, Not a Sliding Scale

According to a 2026 guide from BenefitsUSA, HUD defines an \"elderly family\" as one whose head of household, co-head, spouse, or sole member is at least 62 years old. This single cutoff, not a series of decade-based brackets, is what unlocks specific benefits:

Waiting list preference. Many Public Housing Agencies (PHAs) award priority points for elderly applicants, moving them ahead of general applicants on the waitlist. Boston Housing Authority, for example, assigns 5 points to elderly or non-elderly disabled applicants, according to BenefitsUSA.
A $400 annual elderly deduction applied when calculating how much rent a senior household pays.
Deductions for unreimbursed medical expenses above 3% of income, which can lower the calculated rent contribution further for seniors with health-related costs.

Below age 62, none of these specific provisions apply, regardless of whether someone is 50 or 61. There's no intermediate \"near-elderly\" benefit tier, though some sources note PHAs may give slight consideration to applicants aged 50-61 relative to younger non-disabled applicants, a minor administrative distinction, not a separate benefit bracket.

Beyond Section 8: Other HUD Programs Built Specifically for Seniors

A 2026 guide from LifeStepsUSA notes that HUD operates several distinct programs for elderly residents beyond the standard voucher:

Section 202 Supportive Housing for the Elderly is the only HUD program created exclusively for very low-income adults 62 and older, pairing affordable rent with supportive services. Unlike Section 8, which lets a voucher holder choose their own rental, Section 202 participants are limited to specific designated properties.
Public Housing senior developments are age-restricted buildings, generally requiring residents to be 62 or older, operated directly by local housing authorities.

The Asset Limit Change for 2026

A new rule affects every HCV applicant, including seniors. According to BenefitsUSA, under the Housing Opportunity Through Modernization Act (HOTMA), HUD-assisted programs now impose a net family asset limit of $105,574 for 2026, a detail worth knowing for seniors with retirement savings or home equity from a prior residence.

How to Actually Improve Your Odds

According to a 2026 waitlist guide from BenefitsUSA, documenting every applicable preference, elderly, disabled, veteran, or homeless status, with supporting paperwork at the time of application is one of the most effective ways to move up a waiting list, since each PHA sets its own preference categories and point values.

FAQs

Is there a different Section 8 benefit for someone who's 70 versus 62?
No. The elderly designation and its associated benefits apply uniformly once a household head reaches 62; there's no additional tier for 70, 80, or 90.

Does Section 8 have an age minimum below 62?
No age minimum beyond being an adult head of household; eligibility below 62 is based entirely on income and other standard criteria, not age brackets.

What's the difference between Section 8 and Section 202?
Section 8 lets voucher holders choose their own private rental; Section 202 is limited to specific HUD-funded properties built exclusively for adults 62 and older.

Is there a waitlist preference for seniors?
Many PHAs award priority points to elderly (62+) applicants, though this varies by local housing authority.

Conclusion

Section 8's actual structure for older adults is simpler than a six-tier age chart suggests: one threshold at 62 unlocks waitlist preference and rent deductions, while eligibility below that age depends solely on income. Seniors seeking housing should also look into Section 202, which is built exclusively for their age group, and should document any elderly or other preference clearly when applying through their local PHA.
